MORNING SESSION @ 11:00 AM Topic: The Challenge of Urban Flooding Speakers: Steve Eubanks, P.E., CFM Mr. Eubanks is Senior Project Manager for the City of Fort Worth and has worked in several positions in the City’s Stormwater program since 1999. He has overseen new development review, capital project management, flooding and drainage complaint investigations, public-private partnerships, infrastructure criticality assessment, and engineering assistance for maintenance projects. He assisted in the development of the City’s Stormwater Utility and the 2006 Fort Worth Storm Water Management Design Manual and more recently oversaw development of the City’s Stormwater Master Plan. Mr. Eubanks previously served as Co-chairman of the Texas Floodplain Management Association’s Stormwater Committee and as Chairman of the Young Engineers Committee of the Texas Society of Professional Engineers (TSPE). He has spoken at numerous conferences and has developed several workshops and training programs. He was honored by TSPE Fort Worth Chapter as Engineer of the Year in 2016 and Richard Van Trump Achievement Award recipient in 2017. He also received TSPE’s Engineering Excellence Award in 2017. He previously worked in consulting engineering and has earned degrees from Texas A & M University, Southwestern Baptist Theological Seminary, and the University of Texas at Arlington. AFTERNOON TECHNICAL SESSION @ 1:10 PM Topic: DFW Lane Restriction Safety Study Speaker: Minh Le, P.E., PMP Mr. Le joined Texas A&M Transportation Institute (TTI) in 2008 as an Associate Research Engineer with the Research and Implementation Division. He is the Dallas Program Manager and has 20 years of experience in transportation engineering and planning. His primary research and professional interests include roadway safety, traffic operations, performance measures, integrated corridor management, transportation management systems, intelligent transportation systems, and GIS. Mr. Le leads and supports a variety of roadway safety studies that apply the latest HSM methods, from network screening to project evaluations. He has led the Dallas Crash Safety Analysis, which identifies the top freeway hotspots and assesses their crash risk characteristics; the Dallas-Fort Worth Truck-Lane Restriction Safety Study, which developed CMFs for North Texas TLRs; and the Dallas Pedestrian Safety Analysis, which uses a systemic approach to identify pedestrian crash clusters. He has also supported several statewide safety studies, such as Enhancing Curve Advisory Speed and Curve Safety Assessment Practices, Evaluation of Highway Safety Improvement Projects and Countermeasures, Variable Speed Limit Pilot Study, and a number of design-build work zone crash analyses. Mr. Le also has diverse traffic operations experience, including the development of a cloud-based data warehouse of roadway detector data from the Texas Department of Transportation (TxDOT) Dallas and Fort Worth Districts. The detector data is used to generate highway performance measures and monitor ITS system performance. He also supported the Analysis, Modeling and Simulation phase and the implementation phase of the Dallas US-75 Integrated Corridor Management project, and led the El Paso IH-10 ICM Concept of Operations. He has been involved in TxDOT-related projects such as the Potential Use of Ramp Metering as Congestion Management Strategy in DFW and Strategies for Managing Freight Traffic through Urban Areas. He is currently leading two before-and-after evaluations: the North Central Texas Texpress System and the US-75 and PGBT Interchange Reconfiguration. He is a registered engineer in Texas and is a certified Project Management Professional.
