Fiona McCracken Allen, P.E., R.S.

Fiona AllenFiona M. Allen is a graduate of Texas A&M University in College Station, Texas with a Bachelor of Science degree in Civil Engineering. She joined the Trinity River Authority of Texas in March 2011 as Northern Region Manager where she is responsible for wholesale water and wastewater services for 1.4 million people in the Dallas/Fort Worth Metroplex and local sponsorship of three Corps of Engineers reservoirs. Prior to her current responsibilities, Ms. Allen served in various roles with the City of Arlington, Texas, for over 20 years and served as Director of Utilities and subsequently as Deputy City Manager from January 2005 until her retirement in February 2011.  

Ms. Allen holds licenses as a Texas Professional Engineer and Registered Sanitarian as well as TCEQ Class B-Distribution System Operator and Class III Wastewater Collection System Operator licenses.  

In 2017, she was named a 2017 Outstanding Alumni of the Dwight Look College of Engineering at Texas A&M, as well as a Distinguished Graduate of the Zachry Department of Civil Engineering in 2016.  She has been recognized as Engineer of the Year by the Mid-Cities Chapter of the Texas Society of Professional Engineers and received the Distinguished Service Award from TMUA. 

Ms. Allen is Co-Chair of the Texas Section American Water Works Association (AWWA) Water Utility Council, a member of the Texas A&M University Dwight Look College of Engineering Advisory Council, and an Executive Board member of the Texas Water Conservation Association.

She and her husband, Don E. Allen, P.E., are proud parents of three children and three grandchildren.
