The Dallas Horseshoe Project

Duane Milligan, P.E., Director of Construction for TxDOT's Dallas District


Duane Milligan serves as the Director of Construction for TxDOT’s Dallas District.  In this capacity he oversees a portfolio of approximately $2.2 Billion in traditional construction contracts and about $3.6 Billion in alternative delivery projects.  Prior to his current position, Duane was the project manager of the Dallas Horseshoe Project, the first Design-Build project to be undertaken by TxDOT under the Design-Build authority granted by the Texas Legislature in 2011.  As project manager, he oversaw the procurement, design and construction of the $798 million project that is rebuilding portions of I-35E and I-30 near downtown Dallas, two of the most congested freeway sections in the nation.

Duane earned his bachelor's degree in Civil Engineering from the University of Texas at Austin in 2000 and then earned his master's degree in Civil Engineering from the University of Houston. He began his career with TxDOT in 2003 as an engineering assistant in the district's bridge design section. He moved to the Southwest Dallas County Area Office working first in design then in construction.

His construction experience included managing the $216 million SH 161 Western Extension Project.

Following this assignment, he moved to the district's East Dallas Area Office where he managed multiple

construction projects including the Woodall Rodgers Deck Park Project and the Woodall Rodgers Extension Project which incorporated the construction of the Margaret Hunt Hill Signature Bridge designed by Santiago Calatrava.

Duane and his wife, Erin, live in Midlothian with their children Mason, Madyn and Maxwell.
