MORNING SESSION @ 11:00 AM Topic: Fiber Reinforced Polymer Rebar Speaker: Lawrence (Larry) Goldberg, P.E., Regional Sales Director Neuvokas Corporation Lawrence (Larry) Goldberg, P.E. serves as Regional Sales Director for Neuvokas, bringing with him over 33 years of civil engineering experience. Prior to joining Neuvokas, Mr. Goldberg served as Executive Vice President of Landev Engineering for 3 and half years. Prior to Landev Mr. Goldberg was a partial owner in an engineering software company for nearly six years. Prior to that, Mr. Goldberg enjoyed 24 successful years of providing civil engineering consulting services. His experience spans design, management, and construction of public and private infrastructure, residential and commercial developments, transportation, and flood control projects. Lawrence holds a Bachelor of Science degree in Civil Engineering from Texas A&M University Zachry Department of Civil Engineering (Class of ’81), and is a licensed engineer in the state of Texas. AFTERNOON TECHNICAL SESSION @ 1:10 PM Topic: LBJ Express Development and Implementation Speaker: Constance (Connie) Bills Klose, P.E., Project Manager Jacobs Engineering Group, LLC Constance (Connie) Bills Klose is a licensed Professional Engineer in the State of Texas with a Bachelor of Civil Engineering from the Georgia Institute of Technology. She has 24 years of transportation experience including roadway schematic and PS&E design, hydrologic and hydraulic computer modeling and development of drainage criteria policies and manuals. For the last 12 years, she has primarily focused on General Engineering Consultant (GEC) services for procurement and oversight of Public Private Partnerships (P3) and alternative delivery projects. She brings expertise from both the owner and developer side of P3 projects. She understands the risks related to P3s and the importance of planning and engineering efforts in developing procurement documents that protect the public while attracting private sector interest. She had the rare opportunity to work on the $2.7B LBJ Express Project involving management and oversight services for a complex 17-mile freeway reconstruction along I-635 and I-35. She began with concept and procurement of a private sector developer including performing Procurement Engineering and GEC services and finishing with oversight of the Developer during the design build phase. Connie’s role on this project contributed to delivering more than $500 million in construction savings, minimizing right of way, and increasing the project’s viability. Connie lives in Burleson with her husband Kelly and enjoys running an occasional 5K.
