Ruben Delgado, P.E., has served as the Collin County Director of Engineering since 1995. He started as project engineer with Collin County in January 1982, and also served the county as the Asst. Director of Public Works Engineering from 1985 to 1995. His major focus is on the implementation of the Transportation Capital Improvements Program. He was also responsible for Development Services, Special Projects, Subdivision Regulation, and Flood Plain Management. Mr. Delgado administered and implemented all Transportation Capital Improvement Collin County since 1983 representing more than $1 billion in Capital Improvements. He provides staff support for the Collin County Planning Board and represents Collin Count on the Surface Transportation Technical Committee for the North Central Texas Council of Governments. Mr. Delgado assisted in the development of the very first Collin County Road Map and authored first comprehensive Subdivision Regulations. 

Some of the major projects he has directly managed are: the Dallas North Tollway frontage roads from State Highway 121 to US 380; engineering and construction of approximately 100 rural bridges, representing an investment of more than $20 million; State Highway 121; US 75; and many Farm to Market Roads in the county. Mr. Delgado was project director for the bridge on El Dorado Parkway across Wilson Creek in McKinney from State Highway 5 leading to US 75. Since 1982, he has provided guidance and management for the Thoroughfare Plan and Mobility Plan. Currently, Mr. Delgado is working on the Mobility Plan for the year 2040 – 2045. He authored, implemented, and administered the first Collin County onsite Sewage Facility Regulations.   Mr. Delgado was awarded the 1986 Engineer of the Year from the Texas Society of Professional Engineers Preston Trail Chapter. Mr. Delgada was recognized in 2006 as one of the top 21 Leaders of the 21st Century for American Public Works Association. He grew up in San Antonio, Texas, and graduated from Texas A&M University with a Bachelor Science degree in Aerospace Engineering. He currently resides in McKinney, Texas.
