Main Speaker: Diego Rincón, AAE, Assistant Director of Aviation, City of Dallas
 
Topic: "Capital Development Program"
 
Mr. Diego Rincón is the Assistant Director for the Dallas Airports System with direct oversight on behalf of the City of Dallas for the $1 billion Capital Development Program at Dallas Love Field Airport. Mr. Rincón is an aviation professional with extensive experience involving airport planning, design, construction as well as airport operations and management. He also has extensive experience in program management and marketing.
 
Mr. Rincón has been involved in every aspect of the airport master planning process either in a technical or managerial role. He began his career in airport capacity, spent several years as a SIMMOD analyst, and developed simulation models for Minneapolis-St. Paul International Airport, Tampa International Airport, Salt Lake City International Airport, and Bradley International Airport. He was one of the senior planners for USD 4.3 billion expansion of Washington DC’s Dulles International Airports. During the last 15 years, he has participated and led pre-concession and post-concession assignments working for government agencies as well as private operators, including experience in Airport privatization and system planning. His international experience in airports includes assignments in Argentina, El Salvador, Mexico, Peru, Venezuela, Honduras, Spain, Hungary, Germany, London and Saudi Arabia. Before his most recent assignment as Director of Planning, Design and Construction for Mumbai International Airport Pvt, Ltd. in India, Mr. Rincón was the Program Manager for the Airports Integrated Product Team (AIPT) at JPDO.
 
The Next Generation Air Transportation System (NGATS) is a United States Congressionally mandated effort to coordinate the plans for DOT, FAA, DHS, DOC, NASA, White House, TSA and DOD to define a plan to meet future aviation demands in the US and abroad. He also managed a contract for the Federal Aviation Administration: (FAA) in support of Traffic Flow Management (TFM) modernization Activities included a comparative analysis of European Air Navigation Service Providers (ANSP) and the FAA. He was also supporting the FAA' Air Traffic division to study changes to airspace and air traffic control operational procedures designed to reduce aircraft in-trail separations and increase the capacity of the National Airspace System (NAS). He is a Certified Member of the American Association of Airport Executives (AAAE), a former SCUBA diving instructor and chases trout on a fly.
