RESILIENT INFRASTRUCTURE CHALLENGES & OPPORTUNITIES

Dev Rastogi, PE
Assistant City Manager
City of Dallas
Ms. Rastogi assumed her position as the Assistant City Manager over the Sustainable portfolio for the City of Dallas in July 2024. She provides executive oversight for the departments of Aviation, Dallas Water Utilities, Transportation and Public Works, and Office of Bond & Construction Management.
Ms. Rastogi brings 40 years of professional experience successfully delivering innovative solutions for complex infrastructure projects across the public and private sectors throughout the Dallas-Fort Worth region, as well as her knowledge of Dallas, as a resident for over 35 years. Her proven track record of success spans clients such as the City of Dallas, Dallas-Fort Worth International Airport, Dallas Area Rapid Transit, North Central Texas Council of Governments, TxDOT, Dallas and Fort Worth Districts, Trinity Metro, and the United States Army Corps of Engineers.
Ms. Rastogi joined the City from AECOM, a global infrastructure consulting firm with its global headquarters in Dallas, where she was Senior Vice President, Dallas/Fort Worth Metro Executive, and Gulf Coast Transportation Business Leader. A licensed professional engineer in the State of Texas, she has a Bachelor of Science degree in civil engineering from Washington University. Ms. Rastogi is also the recipient of numerous honors, including the Texas Society of Professional Engineers Dallas Engineer of the Year.

Kensey Russell, PE
ASCE Society Director (Region 6)/Transportation Section Manager
HNTB
Mr. Russell is a licensed Professional Engineer with more than two decades of experience in Transportation Engineering and Project Management. He currently serves as a Section Manager with HNTB Corporation in Oklahoma City. He earned a B.S. in Civil Engineering with a minor in Literature from Missouri University of Science & Technology in 2003 and is licensed as a Professional Engineer in Kansas, Oklahoma, and Texas. He has spent his career with HNTB, progressing from Transportation Engineer to Project Leadership and Management roles in the Kansas City and Oklahoma City offices.
Mr. Russell has been actively involved with ASCE throughout his career, serving in numerous leadership positions at the Local, Regional, and Society levels. His service includes serving as the Region 6 Governor representing Oklahoma, the corresponding member of the Committee on Developing Leaders, the Kansas City Section President, and several Board and Younger Member Leadership positions. He also served as a Judge for the Region 6 Student Symposium Competition and has supported efforts to strengthen Communication, Collaboration, and Student Engagement across ASCE Region 6. His professional and community service has been recognized through honors, including the Kansas City Section of ASCE Engineer of the Year award in 2014.
Beyond ASCE, Mr. Russell has contributed to organizations and initiatives, including the Regional Food Bank of Oklahoma, Adopt-a-Highway, ACEC Oklahoma’s Leadership for Engineers program, and Local Church and Community programs.
