Dr. Ghassan Khankarli, PhD, PE, PMP, CLTD

Dr. Ghassan “Gus” Khankarli, Ph.D. PE, PMP, CLTD, has been serving as the Director of the City of Dallas’ Department of Transportation and Public Works (TPW) since October 2024 and prior to that as the Director of the Department of Transportation from December 2020 to September 2024. In his current position, Dr. Khankarli leads the department’s multi-modal surface transportation system with an operational budget of $170 million, capital budget of over $500 million, and a workforce of 700 staff members.

Dr. Khankarli has over 30 years of professional experience, including serving in various capacities at the Texas Department of Transportation (TxDOT) for over 20 years. Dr. Khankarli holds a doctoral degree in Public Affairs, an MBA, a Master of Engineering, and a Bachelor of Science in Civil Engineering. Dr. Khankarli is a licensed Engineer (PE), a Certified Project Management Professional (PMP), and holds a Certified in Logistics, Transportation and Distribution (CLTD) designation..
