Macey Taylor, PE

North Texas Site Civil Team Lead
HDR

Ms. Taylor serves as the North Texas Site Civil Team Lead at HDR, bringing 10 years of DFW-market industry experience, including nearly a year with HDR, where she has successfully grown the Dallas site civil team to an eight-member staff. Having designed and evaluated data center campuses since 2018, her experience includes master planning, site layouts, and early-stage test fits. In addition to her data center work, Ms. Taylor collaborates closely with HDR’s local Architecture and Water teams, supporting site civil efforts for both pipeline projects and higher education campuses. She brings deep technical proficiency in site planning, grading and drainage, utility design, and cross-team coordination, leveraging local insight into DFW codes and municipal review processes to successfully navigate complex public and private-sector development projects.






Bradley A. Weckerlin, PE

Data Center Site Civil Planning Lead
HDR

Mr. Weckerlin serves as the Data Center Site Civil Planning Lead at HDR, bringing 42 years of industry experience in site civil design and land development, including 12 years with HDR. In his role, he serves as a national subject matter expert in site civil planning for data center campuses. Mr. Weckerlin's expertise is critical in the early stages of project development, where he leads the evaluation of local land entitlement and zoning requirements. He guides clients through early campus layout and test-fits for potential sites, including the strategic layout of buildings, roads, and power and utility corridors.






David T. Baker, PE

North American Site Civil Business Class Director
HDR

Mr. Baker is the North American Site Civil Business Class Director at HDR. With 24 years of industry experience, including 10 years with HDR, he has spent the majority of his career in site civil engineering within the land development industry. In his current role, David is dedicated to supporting HDR’s Site Civil Teams and elevating and growing the Site Civil Practice across North America.






Gary A. Norton, PE

Data Center Site Civil Design Lead
HDR

Mr. Norton serves as the Data Center Site Civil Design Lead at HDR, bringing more than 30 years of experience in site civil design and land development, including five years with HDR. In his role, he serves as a subject matter expert in site civil design for data centers, providing national technical leadership for HDR’s site civil engineering teams supporting projects across the United States. Mr. Norton is recognized for his commitment to advancing best practices, strengthening technical excellence, and expanding HDR’s site civil capabilities for data center and complex site development projects.
