Assistant City Manager City of Arlington Mr. Shelton has served as Assistant City Manager for the City of McKinney since 2014, providing executive oversight for a wide range of departments, including McKinney National Airport, Development Services, Police, Fire, Finance, Municipal Court, Parks and Recreation, Main Street, Facilities Construction, Library, and Housing. He also served as the project lead for the City’s new City Hall, which opened in January 2025. Mr. Shelton began his career with the City of McKinney in 2001 as a Senior Planner, where he managed the City’s Comprehensive Plan update in 2003–2004 and helped launch the Town Center Study. In 2007, he became Director of Community Development for the City of Sachse, Texas, before returning to McKinney in 2012 as Executive Director of Development Services. Mr. Shelton holds a Bachelor’s Degree in Planning and Resource Management from Brigham Young University. He is a Credentialed Manager through the International City/County Management Association (ICMA), a Certified Public Manager through the William P. Hobby Center for Public Service, a Certified Planner through the American Institute of Certified Planners (AICP), and a Certified Charrette Planner through the National Charrette Institute. He is active in professional organizations focused on city management, urban planning, and economic development. Mr. Shelton and his wife Amber have four sons. Their youngest recently graduated from Prosper Walnut Grove High School and is beginning college, marking the family’s transition into the next chapter of life as empty-nesters. Senior City Traffic Engineer Mr. Funches is the City Traffic Engineer for City of Arlington. He has over 13 years of experience with ten years in Arlington. He has collaborated on IndyCar, providing technical expertise to ensure compliance with the City of Arlington’s traffic management standards. Chris holds Bachelor’s and Master’s degrees in Civil Engineering from Jackson State University, and a Master’s in Public Administration from The University of Texas at Arlington and is a licensed Professional Engineer. Civil Engineer Mr. Martin is a project engineer with the City of Arlington, bringing over 16 years of experience including nine years in his current role. He has collaborated with IndyCar and FIFA World Cup improvements, providing technical expertise to ensure compliance with the City of Arlington’s Design Criteria. Sabino holds a Bachelor of Science in Civil Engineering from The University of Texas at Arlington and is a licensed Professional Engineer.Li has worked on more than 70 large-scale projects under a range of delivery methods, including design-bid-build, design-build, CM-GC, and public-private partnerships. His expertise includes deep foundations, earth-retaining systems, and geotechnical risk evaluation, with deep involvement in both design development and construction support. DFW Surface Transportation Manager Mr. Velugati is a licensed Professional Engineer in New Jersey and Texas with over 22 years of experience in transportation and highway engineering. He holds both Bachelor's and Master’s degrees in Civil Engineering and currently serves as the DFW Surface Transportation Manager at AECOM. Mr. Velugati has contributed and lead some significant transportation initiatives, including the rehabilitation of the historic Pulaski Skyway in New Jersey, the Bus Rapid Transit (BRT) improvements along Post Oak Boulevard in Houston, and corridor improvements along Interstate Highway 10. His work spans project planning, design, and delivery across urban and highway environments.
