Wes Pierce, PE
Traffic Engineer
Kimley-Horn 

Mr. Pierce is a traffic engineer with Kimley-Horn and Associates. Mr. Pierce has over seven years of experience leading traffic engineering projects throughout the country. He served as the consultant project manager for the 2025 TMUTCD Update. In this role, Mr. Pierce led a large team to ensure the 2025 TMUTCD is in substantial conformance with the MUTCD 11th Edition. Mr. Pierce also serves as a technical committee member of the Regulatory and Warning Committee in the National Committee on Uniform Traffic Control Devices. As a technical committee member, Mr. Pierce provides proposed recommendations to FHWA to improve the safety and effectiveness of traffic control devices. Mr. Pierce is passionate about improving the uniformity of traffic control devices to improve road safety throughout the country. He holds a B.S. in Civil Engineering from George Mason University, and is a Licensed Engineer in Texas and Virginia.








Amoni Madison
Civil Analyst (Transportation)
Kimley-Horn 

Ms. Madison is a Civil Analyst on the Transportation Team at Kimley-Horn, with expertise in traffic manual development and implementation. Ms. Madison has played a crucial role in the development and advancement of the 2025 Texas Manual on Uniform Traffic Control Devices (TMUTCD). In this capacity, Ms. Madison helped ensure that the TMUTCD aligns closely with the standards set forth in the MUTCD 11th Edition, enhancing traffic control and safety measures. Additionally, Ms. Madison has contributed to the Traffic and Safety Analysis Procedures (TSAP) manual, providing invaluable insights and creating comprehensive training videos that improve the manual’s practical application. Ms. Madison is passionate about improving the uniformity and effectiveness of traffic control devices to enhance road safety. Ms. Madison holds a Bachelor's degree in Civil Engineering from the University of Missouri - Columbia.
