Seongwon Hong, P.E.
Hydraulics Engineer
U.S. Army Corps of Engineers

Seongwon Hong is a registered professional engineer in the state of Texas and holds a Master’s degree in civil engineering from Texas A&M University at College Station. He has over ten years of experience in water resource management, focusing on hydrologic and hydraulic modeling. Seongwon has conducted hydrologic and hydraulic studies in collaboration with multiple stakeholders, including TxDOT, municipalities, and FEMA across Texas. After joining the USACE Fort Worth District, he has worked on projects such as InFRM WHA Brazos/Nueces, the TSI project, and other significant H&H studies.

Matthew Whelan, P.E.
Hydraulics Engineer
U.S. Army Corps of Engineers 

Matthew Whelan has two years of experience as a water manager and four years of experience in hydrologic and hydraulic (H&H) studies, totaling six years of work in the Water Resources Branch at the U.S. Army Corps of Engineers (USACE) Fort Worth District. He has five years of experience in flood risk management through H&H studies and dam controls. His work has involved collaboration with coworkers and stakeholders, utilizing civil engineering programs such as RAS, HMS, ResSim, RiverWare, Met Vie, and GIS. Matthew is a registered professional engineer and holds an undergraduate degree in engineering from the University of Texas at Arlington.
