Dr. Mark Boyd, P.E., Ph.D.

A proud Mustang with a PhD, MS, and BS in Civil Engineering from SMU, Mark has been an ASCE member since 1984 and a leader at both the branch and section levels. With 35 years of tackling pollution assessment, cleanup, and prevention, he’s worked on transformative Brownfields restoration projects in Dallas, El Paso, and East Texas. Now a Principal and Senior Environmental Engineer having completed his first anniversary at Stantec, he’s collaborated with TxDOT, TCEQ, DART, the City of Dallas, and many others to solve environmental and hydrologic challenges across Texas. Beyond engineering consulting, Mark has spent over 22 years shaping future professionals as an adjunct professor at SMU. His leadership includes five years as a Dallas Branch officer, VP Technical of the section,  EWRI chair roles, and contributions to major ASCE initiatives—most notably, chairing the 2021 Texas Infrastructure Report Card and helping lead the 2025 effort, which is fresh off the press and on your tables today.

His contributions haven’t gone unnoticed—he’s earned Engineer of the Year honors from TSPE Dallas (2010), TSPE Texas (2012), and ASCE Dallas Branch (2015).

s. Jones serves as the ASCE Texas Section 2024 Vice President for Professional Affairs and, as such, oversees the Infrastructure Report Card Committee. She is the Director of Water Resources at Nathan D. Maier Consulting Engineers, joining the team in 2008 and has an engineering background with experience in land development, drainage studies and designs, erosion control, FEMA studies, and transportation. Ms. Jones is a Past President of the ASCE Dallas Branch and continues to serve in the Dallas Branch. She is also an active member of Engineers Without Borders-USA. 

Ms. Jones earned her Bachelor and Masters of Science degrees in Civil Engineering from The University of Arkansas at Fayetteville, and started her journey with ASCE there.
