Keynote Speaker - August 2024

Mr. Spencer has over 30 years of varied transportation experience in Project Management, Project Engineering, Fleet Engineering, Facilities Construction, Systems Engineering, Configuration Management, and Asset Management.  He oversees three (3) Divisions:
    ·      Systems / Facilities Engineering
    ·      Fleet Engineering
    ·      Reliability Engineering & Streetcar

Mr. Spencer and the Engineering & Technical Services team are currently focused on supporting projects which involve:
    ·      DART’s System Modernization Program ($2.5 billion),
    ·      State of Good Repair (SGR) efforts under Asset Management,
    ·      Various infrastructure projects, and
    ·      Completed turnover of several clean transit vehicle projects at DART – which includes the acquisition of over 1,000+ Natural Gas and Advanced Technology Vehicles (including Battery Electric Buses), representing a collective contract value of over $1.4 billion.  

Mr. Spencer has a Bachelor of Science Degree in Mechanical Engineering from Prairie View A&M University and is a Licensed Professional Engineer.  He has numerous professional affiliations, serves on a multitude of technical and professional committees, and has written and/or contributes to various
professional technical publications.
