Topic: Design and Operation of the East Fork Wetland, Lessons Learned

As the Assistant Deputy – Water Resources, Galen Roberts oversees all aspects of water resource management, watershed protection, and lake and wetland operations for the North Texas Municipal. Galen and his team are responsible for managing the District’s East Fork Raw Water Supply, Bois d’Arc Lake, and more than 17,000 acres of environmental mitigation areas. He also manages the District’s water rights portfolio and works closely with water treatment and conveyance staff to make efficient use of the District’s water supplies. Galen holds a Bachelor of Science Degree from Texas Tech University and a Master’s in Water Management from Texas A&M University.

 

 

 

 

Tim Noack is a registered professional engineer and principal with Plummer Associates, Inc. (Fort Worth, Texas). He leads the Natural Systems Practice and has over 30 years of civil and environmental engineering experience.  Tim has served as principal-in-charge or project manager on numerous treatment wetland projects ranging in size from 1.8 to 2,000 acres with a combined construction cost of over $80 million.  Applications have included treatment wetlands for municipal and industrial wastewaters; polishing for indirect potable and direct non-potable reuse; polishing of eutrophic lake water; and restoration and creation of wetlands for compensatory mitigation and habitat improvement.  Tim has also provided training approved by the Texas Commission on Environmental Quality for wastewater treatment operators running treatment wetland systems

 

 

 

 

Loretta Mokry has over 43 years of experience in environmental and ecological studies including constructed wetlands; wetland delineations; 
Section 404 permiting; mitigation plan development, implementation, and compliance monitoring; threatened and endangered species surveys; 
NEPA compliant environmental assessments; water quality studies; storm water permits; nonpoint source evaluations, and environmental site assessments for various clients.

Dallas May – Project Manager – LCRA

Mark Boyd PhD, PE – LCRA

Topic: Steering Clear: Intercepting and Diverting Contamination within the US 67 Right of Way

Engineer and TCEQ-registered LPST Project Manager. He received his B.S. in Physics from Abilene Christian University and taught high school Chemistry and Physics for a time before earning his M.S. in Environmental Engineering from Southern Methodist University.  He joined LCA shortly after and has now been with the firm approximately ten years.  The majority of his work experience involves hazmat investigations and mitigation for transportation and infrastructure construction, including designing both electric vehicle charging stations as well as conventional bulk fueling systems.

 Mr. May regularly volunteers with civic and professional organizations; he is a Den Leader for his son’s Cub Scout Pack and is serving as the “Scouting for Food” Chair for the BSA Circle 10 Council and the White Rock Center of Hope.  In 2019 he organized and produced a City of Dallas mayoral candidate debate, hosted by the ASCE Dallas Branch, which focused on infrastructure topics relevant to the City of Dallas.  In 2016 and 2018, Mr. May worked pro bono with the Zimbabwe Environmental Management Agency (EMA) and the Church of Christ in Zimbabwe to conduct an investigation of groundwater contamination that threatened a small community’s water supply wells.  He particularly enjoyed using his Cassegrain telescope to teach astronomy at local Zimbabwe schools and community events during his visits.

Dallas May lives in Dallas, Texas with his wife and two children.

Mark holds a BS, MS and  PhD in Civil  Engineering from Southern Methodist University and is a Texas PE. He brings 32 years of   professional experience in civil/environmental sustainable practice focus including 21 years in environmental engineering education course program development, engineering academic research, and educator responsibility in  curriculum development. Other experience includes academic research in stormwater pollution modeling and assessment, ecosystem framework project analysis, identification of potential environmental concerns within project limits, remedial construction, patent design in sustainable pollution prevention technologies, hazardous materials management, waste management, groundwater and surface water contaminant  hydrologic analysis and modeling, pollution mitigation design, eco-friendly fuel system design, voluntary cleanup, regulatory compliance affected property investigations and response planning. Dr. Boyd’s work over his career has been dedicated to sustainable engineering support of infrastructure development in transportation, water resources and other areas.  Dr. Boyd is natively proficient in Spanish and English and is fully capable in spoken and written language translation.
