EWRI-INSTITUTE SESSION @ 11:30 AM Topic: Dallas Water Utilities- Long Range Planning: Yesterday, Today, and Tomorrow Speaker: Denis Qualls, Senior Program Manager, Dallas Water Utilities Mr. Qualls received both a Bachelor of Science in Agricultural Engineering and a Master MISC(SUSTAINABILITY TOPIC) SESSION Topic: Central City Project Environmental Update Speaker: Woody Frossard, Environmental Director, Tarrant Regional Water District Woody Frossard has been the Environmental Services Director of the Tarrant Regional 
of Science in Civil Engineering from Texas Tech University and is a Registered
Professional Engineer with the State of Texas.
Mr. Qualls has been with the City of Dallas Water Utilities Department for over 17 years.
He is currently serving as the Senior Program Manager over the Planning Division within
the Water Utilities Department. As such he is responsible for the development and
implementation of the City’s long-range water supply plan and drought contingency plan,
the administration of the City’s water rights, water storage contracts and water supply
contracts, the development and operation of water supply operations modeling as well as
the review of State and Federal rules and legislation that may impact the Dallas Water
Utilities operations. Mr. Qualls oversees the Wholesale Services which administers
treated and untreated water supply contracts between Dallas and its customer cities. Mr.
Qualls was the Project Manager for the Dallas-Tarrant Regional Water District (TRWD)
Integrated Pipeline Project’s preliminary engineering, pre-design, the interagency
contracting and is the City’s liaison with TRWD.
Prior to working for the City of Dallas, Mr. Qualls has worked in both the private and the
public sectors; he worked in various capacities with the Brazos River Authority for
approximately 11.5 years where he prepared water demand and water use projections,
managed regional water and wastewater preliminary design studies and was the Project
Manager for the Brazos G Regional Water Plan.
Mr. Qualls is a member of the American Society of Civil Engineers, American Water
Resources Association, American Water Works Association and Texas Water
Conservation Association. Mr. Qualls is a Diplomat of Water Resources Engineers with
the American Academy of Water Resources and has been inducted into the Texas Tech
University Civil and Environmental Engineering Academy. Mr. Qualls serves on the
Trinity and San Jacinto River Basin and Galveston Bay Basin and Bay Area Stakeholder
Committee for the development of environmental flows, serves as an alternate on the
Region C Water Planning Group for the development of the State Water Plan, serves on
the Texas Water Conservation Association (TWCA) Board of Directors, a member of the
Executive Committee, and the TWCA Municipal Panel Vice-Chair.

Water District since August 1987. In that role, Mr. Frossard is responsible for all
environmental functions of the District, which is a political subdivision of the State of
Texas. It is responsible for the supply of raw drinking water to a large portion of Tarrant
County, Texas. The District’s major customers are the Trinity River Authority of Texas
and the cities of Fort Worth, Arlington, and Mansfield. The environmental functions of
the District include water quality, waste control, watershed management, oil and gas
pollution, and emergency response.
The District’s watershed management consists of environmental planning and permitting
for five major reservoirs and two minor reservoirs and their associated watersheds,
covering 3,500,000 acres. This includes the design and implementation of a Water
Quality Management Program for each reservoir and its associated watershed. The
environmental services program comprises field monitoring and computer modeling of
water quality in the lakes, rivers and streams of the various watersheds to assess the need
for pollution control. In his role as Director, Mr. Frossard represents the District and
serves as liaison with the federal and state agencies responsible for implementation of all
environmental laws and regulations. This is to ensure that the District complies with and
stays informed on all new laws and regulations affecting the supply or quality of water in
the District’s service area.
Mr. Frossard is also the project manager for the District on the Trinity River Vision –
Central City Project. He is the chief liaison between the Corps of Engineers and the local
sponsors managing the NEPA planning process as well as overall project implementation
and construction for the District.
Mr. Frossard received his Bachelor of Science degree in Natural Resources Management
from Colorado State University in 1976.
