Frank Pugsley, P.E. - Director of Water and Wastewater Utilies, City of Denton

Frank Pugsley holds a Masters Degree in Environmental Engineering from Texas Tech University, is a licensed Professional Engineer in the State of Texas and serves as the Director of Water and Wastewater Utilities for the City of Denton. Frank has 17 years of professional engineering design experience including a variety of municipal infrastructure projects ranging from water and wastewater conveyance, pumping, water treatment process, chemical systems and hydraulics, stormwater drainage, site civil and vertical facilities.

In addition to design professional, he has served in many roles in his career holding positions including Firm Principal and Regional Practice Manager. He is honored to have been selected as an ENR Texas & Louisiana Top Young Professional (Formerly Top 40 under 40). Frank is a Past President of the Dallas Branch of the American Society of Civil Engineers.
