About G. B. Mann






The Branch Scholarship Fund was established in the early 90s when David Schnurbusch was the Branch president. In 1993, the Fund received a large boost from George Boley Mann, when he contributed a large sum of his retirement investments to the Fund. Numerous Dallas area high school and college students have benefited from his large and kind endowment. He did not want any publicity for this contribution.


An ASCE Past President and Life Member, Mr. Mann received a degree in Civil Engineering from SMU. During WWII he worked in Ordinance Department at Aberdeen Proving Grounds in Maryland. He retired from Texas Department of Transportation after 34 years of service. He was active in ASCE and NSPE. He contributed to the construction of numerous Texas highways. He mentored many young engineers.

All scholarships are awarded on an equal opportunity basis to current high school senior students who attend school in the Dallas Branch region (Collin, Cooke, Dallas, Denton, Ellis, Kaufman, Navarro, and Rockwall Counties) and who will be attending an institution of higher learning in the 2026 Fall Semester in pursuit of a degree in Civil Engineering.

Incomplete applications or applications not time-stamped by the deadline will be disqualified.

About J. W. Griffin


James Wilson Griffin, was an active member of the Texas Civil Engineering community since graduating University of Texas at Austin in 1957. Mr. Griffin was the original engineer at Texas Turnpike Authority and lead the development of new projects such as the Mountain Creek Lake Bridge and the Houston Ship Channel Bridge. Mr. Griffin served as the first Executive Director for the NTTA, concurrently as the interim CEO of the TxDOT Texas Turnpike Division, and led development and financing of multiple Texas Tollways including SH 130 around Austin, the Dallas North Tollway extension into Plano, as well as the President George Bush Turnpike and the Chisholm Trail Parkway in Fort Worth. Mr. Griffin retired from NTTA in 1999 but continued to support the toll industry, working as a consultant across Texas. Mr. Griffin passed away on October 21st, 2023. Following his passing, his family and friends worked with a local philanthropic organization called the Dallas Foundation to donate his legacy to good causes including this Scholarship, memorializing him and supporting the thing he loved the most, the civil engineering community and growing the future of that community.

All scholarships are awarded on an equal opportunity basis to current college students who are in good standing with an ABET accredited Civil Engineering program and who will be attending an ABET accredited Civil Engineering program in the 2026 Fall Semester in pursuit of a degree in Civil Engineering.

Applicants must have one of the following ties to the ASCE Dallas or Fort Worth branch areas (Counties: Archer, Baylor, Brown, Callahan, Clay, Collin, Coke, Cooke, Coleman, Comanche, Dallas, Denton, Eastland, Ellis, Erath, Fisher, Foard, Hardeman, Haskell, Hood, Jack Johnson, Jones, Kaufman, Knox, Montague, Navarro, Nolan, Palo Pinto, Parker, Rockwall, Runnels, Shackelford, Somervell, Stephens, Stonewall, Tarrant, and Taylor):

  • Applicants has permanent mailing address in the area.
  • Applicant is currently enrolled in, or is planning to attend, a school in the area
  • Applicant is employed by a Civil Engineering Company in the area (internships qualify)
