A Regional CMOM Approach

Jenna Covington has served as Assistant Deputy Director – Wastewater for North Texas Municipal Water District since January 2015.  She oversees all aspects of the Wastewater System which includes leading a staff of over 200 team members who operate and maintain 14 wastewater treatment facilities and wastewater conveyance systems.  Wholesale wastewater services are provided for 24 cities and 1 million people in the North Texas area with an annual budget in excess of $100 million. 


Jenna is a professional engineer and holds a Bachelor’s and Master’s degrees in Environmental Engineering from Texas Tech University.  She is a Past President the Water Environmental Association of Texas.  Jenna is also a wife and mother to three.  She is active in her church and has coached youth soccer for the past several years.

Presentation Summary

North Texas Municipal Water District (NTMWD) and its twelve regional wastewater members developed a proactive and transparent response following United States Environmental Protection Agency (EPA) sanitary sewer systems inspections.  The presentation will cover how a Regional CMOM approach helped 13 North Texas entities establish plans to sustainably operate and maintain the regional wastewater system and avoid potential consent decrees.
